Review of Health and Safety Aspects of Proposed Upstream Section of Corrib Gas Pipeline

Introduction

This document presents the outline of a scope of work for a report to Mr. Noel Dempsey TD, Minister for Communications, Marine and Natural Resources, reviewing the health and safety aspects of the Corrib Gas Onshore Pipeline, as outlined in the following Scope of Work.

Scope of Work

The review shall be in the form of a report to the Minister for Communications, Marine & Natural Resources, on the health and safety aspects of the proposed Corrib Gas Onshore Pipeline, that:

1. Identifies all relevant documentation relating to the design, construction and operation of the onshore, upstream section of the Corrib gas pipeline and associated facilities, i.e. from landfall to the gas terminal.

2. Critically examines all such documentation

3. Concludes whether or not, in the professional opinion of the consultant, the proposed installations:

- have been or will be designed, constructed, installed and operated to appropriate standards, codes of practice, regulations and operating procedures

- comply with recognised international "best practice"

- will deliver a facility which is "fit for purpose"

4. Identifies any deficiencies in any respect relating to the above

5. Makes recommendations regarding such deficiencies

6. Provides detailed guidance on the implementation of any recommendations.

It should be noted that the Minister reserves the right to require that such additional work be undertaken and information provided as part of the report as the Minister considers necessary for the purpose of assuring the comprehensiveness, quality and appropriateness of the final report. A public presentation of the report’s findings may also be required.

The work on the report shall include consultation as necessary to elicit the information required to ensure that the work is comprehensive and exhaustive.

Commercially sensitive information or data which may be provided by industry participants to facilitate the successful execution of this study will be treated in strict confidence and will not be made public as part of any report.

In order to ensure against any conflict of interest, tenderers, in responding to this request, must specify full details of the ownership of their company as well as full details of any relationship whatsoever with any of the parties involved in the Corrib Gas Pipeline. It should be noted that the successful tenderer will have had no previous involvement with the project.

The cost attaching to this consultancy study is expected to be moderate.

Project Management

The Minister will identify a project liaison officer to liaise between the consultant, the developer, the Department and local community interests. The consultant will identify a designated project manager, who will liaise with the project liaison officer. The consultant, in responding to this request, should forward a curriculum vitae in respect of the proposed project manager and all other staff proposed for involvement in the project.

Reporting Arrangements

A draft report will be presented by the consultant two (2) weeks after the commencement of the assignment or such time as may be agreed between the consultant and the project liaison officer. The consultant will meet with the designated project liaison officer as arranged and shall incorporate any comments received into the final report, which shall be submitted within one (1) further week. Both the draft and final reports shall be supplied in six (6) hard copies and also in electronic format.
