While the Minister for Communications, Marine and Natural Resources or his Department have no statutory role or powers of compulsion in the promotion of goods and services, both the Minister and his Department have consistently impressed on exploration companies that many Irish companies have the capability and experience to win at least some of the contracts arising from exploration in the Irish offshore.
There is close co-operation between Petroleum Affairs Division (PAD) and Enterprise Ireland
which acts as a liaison between the exploration industry and indigenous companies with the capability of providing goods or services. PAD regularly meet with the Irish Offshore Operators' Association (IOOA) , the exploration industry's representative organisation in Ireland, to hold discussions on matters of mutual interest, including the use of Irish Goods and Services.
