Well I’m so glad we got this broadcasting bill out now and into law because what it is trying to do is provide a very modern and up to date framework for how we regulate broadcasts. It’s a hugely important area and I suppose this regulation is on behalf of the view or listener to make sure we reach certain standards and that those standards apply across the board to all broadcasters in the same way; public service broadcasters and independent broadcasters. That is a major development in regulation in broadcasting in this country. So that customers have a right of reply so that if their impugned they can actually get back and get it redressed. So that we have codes in advertising that are up to date so we can protect our children; so that we can promote independent production companies. We’ve seen this growing industry of independent broadcasters and we want to push it further; so that we can promote community broadcasting.
It’s those sorts of standards we want in broadcasting, those developments of broadcasting were given the powers to the new regulator on behalf of the government and behalf of the people of this country to push them through. And I suppose the other change I like in it, or that I’m proud of is that, that new regulator that new broadcasting authority, is selected not just by myself as Minister but also by members of the Oireachtas committee which I think is real development in our democratic process and how we actually appoint people to boards which is important. So we’re not only changing the way we do thinks and changing the ends but we’re also changing the means of actually achieving it, and that’s what is in this bill.
