Towards 2016 - Social Partnership Agreement Ten-Year Framework 2006-2015
The social partnership agreement, Towards 2016, builds on the progress made under the last partnership agreement, Sustaining Progress. It is the seventh Social Partnership Agreement since the process began in 1987.
The Agreement provides an important framework for meeting the economic and social challenges ahead and will build on the achievements of previous Agreements.
The Towards 2016 agenda ensures continued co-operation with change and modernisation initiatives and improvements in productivity right across the Public Service. Key developments include:

~ New technology and eGovernment
~ Service Delivery
~ Shared Services
~ Attendance patterns
~ Redeployment of Staff
~ Recruitment and promotion
Public Sector pay increases
Section VIII of the Agreement outlines the Public Sector pay increases which fall due to be paid under the terms of Towards 2016. The pay increases are:
• 1 December 2006 (3%)
• 1 June 2007 (2%)
• 1 March 2008 (2.5%)
• 1 September 2008 (2.5%)
The payment of the increase is subject to the delivery of further commitments under the modernisation agenda. Each Department and associated state bodies/agencies is required to prepare Action Plans outlining how commitments under the specific heading referred to above are to be implemented over the lifetime of the Agreement.
