An Post, a commercial semi-state body set up in 1984, is the Universal Postal Service (USO) provider under the Communications Regulation (Postal Services) Act 2011. It also provides a range of counter services through its network of post offices, including payment of DSFA benefits and money transfers.

ComReg is the National Regulatory Authority for the postal sector in Ireland. It was established in 2002 under the Communications Regulation Act 2002 and its remit has been extended under the Communications Regulation (Postal Services) Act, 2011 to
- promote the development of the postal sector, particularily the availability of the universal postal service;
- promote the interests of users; and
- facilitate the development of competition
ComReg sets and monitors quality of service standards for the universal postal service provider. All postal service providers must register with and be authorised by ComReg and must have complaints and redress procedures in place.
